A 12-year-old girl who resides in Jahi district  with her parents has tested HIV positive after she confessed that her 25-year-old half brother, Abdullahi Mohammed and his friends have been repeatedly raping her for the past four years.She told City News that her mother was divorced when she was just born and she has been living with her father in a two-bedroom public apartment (face-me-I-face-you) in Jahi district.  She said her half brother started raping her when she was 8 years old, and each time he raped her, he would threaten to kill her if she told their father.


  “My father married my step mother who has a son.“We were living peacefully until one night when I was lying on the floor and Brother Abdullahi came and started fondling my breasts. When he didn’t see breasts, he said he would suck them until they came out. When I objected, he raped me. 


 He used a handkerchief to wipe off the blood that was coming out from my private part. He threatened to slash my throat if I told anybody. 

I didn’t tell anybody and it continued. He raped me every night; and sometimes he brought his friends, especially Ahmed along with him to rape me,” she recounted.  She said she couldn’t tell anyone because she was afraid that he may carry out his threats.


She was also afraid that she could be maltreated by her step mother.  Our reporter gathered that during holidays, the girl continuously fell sick; hence her father was advised by neighbours to take her to the hospital. When he did, she was diagnosed with HIV.


It was when her father, who was very angry, sought to know how she contracted the deadly disease that she revealed that her  Abdullahi and his friends, had raped her for four years. Subsequently, her father reported the case to the police at Mabushi, following which the two men were arrested. They confessed to the crime. 


 A police source told our reporter that the case took another twist when the two suspects were taken to the hospital and their medical reports came out HIV negative.  


Speculations therefore emerged that her mother was HIV positive when she had her, the reason why she was sent away by her husband. .  


“She was not tested when she was an infant, and maybe she was HIV positive from birth. Her half brother confessed that he was the first man to have had sex with the victim and how she got that HIV still remains a mystery,” the police source said. 


 When contacted, the Mabushi divisional police officer, Chief Superintendent Ayobami Surajudeen confirmed the story and said that having gotten medical reports, the case would now be transferred to the State Criminal Investigation Department. 


He advised parents to be watchful when they bring adult males to share bed with their little daughters.

They just want be in your presence. There’s some that innocently will come up there, but not 40-something women. They’re not that naive.”

Comply with directive on Treasury Single Account by Sept 15 or face sanctions- Buhari tells govt agencies

President Muhammadu Buhari has set a deadline of Tuesday, September 15, 2015 for full compliance with his directive that all revenue due to the Federal Government or any of its agencies must be paid into the Treasury Single Account (TSA) or designated accounts maintained and operated in the Central Bank of Nigeria (CBN), except otherwise expressly approved. A circular issued to all Ministries, Departments and Agencies of the Federal Government by the Head of the Civil Service of the Federation, Mr. Danladi Kifasi urged the MDAs to ensure strict compliance with the deadline to avoid sanctions. The circular - HCSF/428/S.1/125 of September 4, 2015 noted that a number of MDAs were yet to comply with Circular Ref. No. HCSF/428/S.1/120 of August 7, 2015 which conveyed President Buhari's original directive on the payment of all Federal Government revenue into a Treasury Single Account.
"In this regard, His Excellency, Mr. President has directed that all MDAs are to comply with the instructions on the Treasury Single Account (TSA) unfailingly by Tuesday, September 15, 2015.
"Heads of MDAs and other arms of Government are enjoined to give this Circular the widest circulation and ensure strict compliance to avoid sanctions," Mr. Kifasi wrote.

Presidential welcoming in Ghana:Brooms greet President Buhari arrival in Ghana


President of Nigeria Muhammadu Buhari has arrived in Ghana for a one-day working visit.
He arrived at approximately 10am at the Kotoka International airport where he inspected a guard of honour mounted in his honour.

Dressed in his signature wear, Agbada, the Nigerian president was received by his Ghanaian counterpart who also wore his traditional smock.

A throng of Nigerians massed up at the airport under two large banners. Many waved brooms, the party insignia of Buhari’s All Progressives Congress, APC.

There was also drumming and dancing as a sizeable crowd hailed their president.

Buhari is in Peduase Lodge where he is holding bilateral talks with president John Mahama.
The former army general won a closely contested elections in March. Nigeria recorded a democratic first as an opposition party won power from the ruling party through the ballot box.

The Nigerian president known for his strong anti-corruption credentials has publicly declared his assets.

Schoolgirls disappear after failing exams

Two teenage girls left home recently to check the results of their promotional examinations to Senior Secondary School (SS2) but have not returned home since. However, the disappearance of the two friends, Janet Abiodun (18) and Evenly Apalowe (17), has plunged their family members into anxiety.

The girls, both students of New Era Girls Secondary School, Surulere, Lagos, were believed to have gone to hiding because they reportedly failed the examinations. Janet’s aunt, Mrs Olufolake Oyinloye, said she waited for her for a long time, thinking she might have been kept busy in school. Oyinloye, however, became worried when it was night and there was no sign of the girl.

According to her, Janet did not own a phone, so there was no way to even call her. She said: “The following day, I went to one of her friends, Evelyn’s home. I was shocked to discover that she too had not been seen. I have searched everywhere for her. I have also called her friend’s parent in Osun State to confirm if they were there.

I do not think it is a crime to repeat a class. That is why she ran away. “I went into her room to check if she dropped a note, but there was nothing. She did not take anything in the house. I just do not understand her reason for running away.” Oyinloye recalled that when Janet collected her first term result, she had given her some gifts and urged her to do better next time.
Asked if Janet might have a lover, Oyinloye said no, stressing that the girl sworn to her that she was a virgin. She said: “The girl is my cousin. She has been living with me since December 22, 2013; after I saw the manner she was being treated by her father. I told my elder sister to persuade her to come and live with me. That was how she got to my place.

“I am not the harsh type. The only time I would say I scolded her was when she collected her second term result and hid it from me. What my children eat is what I used to give to her. I don’t discriminate between her and my children. I don’t know why she ran away? 
Oyinloye said she went to Janet’s school to find out if she had committed any offence, but was told by her teacher that after the students collected their results, one of her friends, whom they used to walk home together, told her that they should start heading home, but Janet refused, insisting that she wanted to walk with Evelyn. Since then nobody had seen the girls. She added: “Three days after they left home, Evelyn called her father on phone, saying she was in Ibadan.

But since then, the phone line had not been going through again. Evelyn’s aunt told me that the girl had left home once. She was sure Evelyn would soon return home.” Oyinloye said she also went to Area ‘C’ Police Command, where she reported Janet missing.

According to Sporting­Sun findings, Mikel called officials of the NFF from the northern part of the country where he spoke in Hausa language appalling to them to plead with coach Oliseh to forgive him for ignoring his calls when he visited London to meet with players like Victor Moses, Carl Ikeme to crave their commitment to the cause of the. national team.
According to the source, Mikel called some NFF officials last week to beg for forgiveness. He spoke to them in Hausa, weeping that they should. save his career by appealing to the coach to forgive him for shunning his calls. He said his career was in danger if he was shut out of the national team completely. Keyamo of says Igbos have the best appointment under Buhari


In this interview with ENIOLA AKINKUOTU, human rights lawyer, Mr. Festus Keyamo, speaks about President Muhammadu Buhari’s appointments:

You are from the South-South. Why have you come out to defend President Muhammadu Buhari’s appointments which are largely in favour of the North?
I am not a tribalist. If I was, I wouldn’t have campaigned for Buhari. I just wanted the best for Nigeria. I agree that some of the best brains are from the South while some of the best are from the North. We have brains everywhere. However, why people are clamouring for these positions that have just been filled is that people see them as juicy positions and this is my problem. About 95 per cent of the positions are yet to be filled. Buhari has filled just about five per cent of positions. For me, no government position is different from the other and that is the ideal situation. 

We should not
classify some positions as more beneficial than others because that is a euphemism for corruption. It is a euphemism to say that some positions are better than others. People were clamouring for the position of Secretary to the Government of Federation and Chief of Staff because in the past, the Peoples Democratic Party turned those positions into money-making machines. 

Nigerians have seen the ostentatious lifestyles that others who have occupied these positions have lived. And the nation allowed them to get away with those crimes. And yet we say we want a change. We must begin to change our orientation. 

So, we are saying that we cannot make a holistic assessment until the President fills all these positions. For those positions he has filled, they are supposed to be occupied by those who are personally loyal to the President. I do not expect him to leave those positions to be filled by his political party. For example, you cannot say the chief of staff should be someone that is loyal to a power bloc in his party.

 That kind of person would close everyday from work, pick his telephone, and report all the activities of the President to his political camp. That would not be fair because that kind of person would not be loyal to the President but by the person who nominated him for that office. There are many positions that the political party can fill that will not have direct access to the itinerary and activities of the President. That is why I said people should be calm. There are ministerial positions to be filled, heads of agencies and many others.


We must change our orientation such that any appointment given to anybody from any part of the country must be accepted with dignity and pride and patriotism. The argument is that certain ethnic groups have seen some positions as being exclusive to them. They argue that since the presidency has gone to the North and some positions have gone to some other geopolitical zones, the next one must come to them. The clamour is because they see these as hierarchies of juicy positions and I say no.

Is it coincidental that the South-East, where Buhari got low number of votes, has not received any political appointment?
Buhari got the lowest number of votes from the South-South. But as I said, the appointments are not yet complete. You say he has not appointed any Igbo but the biggest position so far has gone to an Igbo man: Emmanuel Kachikwu who is the Group Managing Director of the Nigerian National Petroleum Corporation.

 It is just by modern political divide that the man falls within Delta State but he is a Delta Igbo. They speak Igbo. It is only by political delineation that he falls within Delta State but there are Igbo speaking Deltans. He is an Igbo man but only on the other side of the Niger. He is not an Urhobo man. What language does he speak? Is it not Igbo?

 So what are we talking about? That is the biggest position and they have it already. So, you can see that all this noise is being made by frustrated and jobless politicians who just want to use ethnicity to get juicy positions. It is orchestrated. We the elite should not be moved by this noise and selfish agenda. Imagine a whole ethnic group campaigning for a position! Initially, they said chief of staff, then SGF. 

Now, with all the noise they have been making since May 29, imagine if one person from that region is appointed to that position. That person will then see himself as a champion of his ethnic group and his kinsmen will descend on that office in the area of contracts and gifts. He will destroy the sanctity of that office and turn it into a political chessboard because that person will see himself as representing a region in that position.

 It removes professionalism from that position. So, we should not campaign for offices on the basis of representing an ethnic bloc. Yes, every region will get appointments but once he is appointed, he should not see himself as representing that ethnic group but the whole country.

But Section 13 of the constitution states that the composition of the government of the federation or any of its agencies and the conduct of its affairs shall be carried out in such a manner as to reflect the federal character of Nigeria and the need to promote national unity.
Yes, I agree but the government has not been fully composed. Is it the SGF and chief of staff that constitute the government? So what is the noise all about? Five per cent of all appointments have not even been made. All these noises would have been valid if positions had been filled and it is lopsided. What if the next 10 appointments made are all Igbo? Wouldn’t those people castigating the government look foolish?

Do you think these fears are misplaced in the light of Buhari’s statement that constituencies where he didn’t get many votes would not be treated equally with areas where he got many votes?
It is very simple. It doesn’t mean that they would be schemed out. But if he says that, it is his prerogative. If the President says he will leave certain sensitive positions to certain areas because those ones directly have to do with his security and if he leaves these other positions to a certain area, what is wrong with that? It is the President’s prerogative. Like I said, all appointments should be received with dignity and pride. That is why he is the President.

The constitution states that each of the 36 states must produce a minister. However, you have said that all the appointments could be made at different times in order to save costs. Do you think this would be wise in the light of the recent allegations of marginalisation?
I believe that our priority as a people should not be appointments but conservation of national resources. If I know that a minister is supposed to be appointed from my state but the President is making appointments in bits because we cannot afford 36 ministers at the same time, why shouldn’t I make the sacrifice because by the time it is the turn of my state to produce the minister, another state would not have. That is balancing and nothing is wrong with that. If for two years, a person from Delta is heading a ministry and within that same period, Edo State doesn’t have a minister and after sometime, the role is reversed such that Edo has a minister and Delta does not have, is that not equity? But the real issue is that people cannot wait to touch public funds and that is why they are complaining.
